Lessons for rail policy from London Overground and Merseyrail
ASLEF commissioned this report from the Campaign for Better Transport into the advantages of concessionary contracts for the operation of franchises, focusing on the case studies of London Overground and Merseyrail.
Unlike other British rail operations in their area, London Overground and Merseyrail are managed locally by the transport authorities. At a time when the rail franchising system is under scrutiny, in the wake of the collapse of the West Coast franchise process, this report examines these operations and identifies lessons for rail policy generally.
The findings show that London Overground and Merseyrail are successful rail operations and have improved significantly since the previous arrangements. They offer examples of how trust and confidence in the public system can be built.
